Mostly the US government. At that time they were a major producer of military equipment, thus the government felt compelled to Bail them out of bankruptcy

I like that article, I think it gves vry nie brief expanation. Let me be more specifc - I am interested in valuatin technques for financial institutions. In fact I hae a very good idea how to value a company, i.e. DCF, multiples valuation etc. In th ligh of that can anyone suggest what are the industry specifc methodologies? Obviously every industry will have its own specific ratios tc - for exampe oil industy has various reserves ratios. So what are the key techniques in financil services and in particlar commercial bank valuation.

Very difficult question to answer. In fact valuing any company is difficult. Too easy to hide problems as World Com et al demonstrated.
One problem you are faced with is the number of different types of financial institutions. Comercial banks; insurance companies subdivided into property and casualty, life, liability, and health; and investment banks; small loan companies; mortgage loan companies; and even REITs.
Here is a write up on things to consider in evaluating the income statement and balance sheet for a commercial bank. Unfortunately, it does not go into a lot of detail. One method not mentioned but which I find helpful is a ratio comparison between similar types of insitutions be it banks or any other company.

Interestingly enough, Benjamin Graham did not specifically cover banks in his book "Seurity Analysis." Too bad.

I would assume that the country's treasury would be the principal financial institution. A country's financial security depends on what that country has in the bank. Also how much foreign investment that country is obligated to. The firms that are responsible for this information would be a US government firm, since everything in the business world is organized and supervised by its country. You would need to speak to someone in that area to be sure. Just ask and be patient.
