What economic or otherwise theory exists on customers who accept substandard service

Information theory, part of agency or stewardship theory, maybe there is an information asymmetry. Other than that substandard services would only be accepted in industries where oligopolies or monopolies were the norm. In a perfectly competitive market substandard service providers could not exist.
